January 1, 2025, Utah has updated its state-mandated minimum car insurance coverage limits. This change aims to provide better financial protection for drivers and victims of car accidents. Below is a detailed breakdown of the old and new insurance minimum requirements:
Old Utah Car Insurance Minimums (Pre-01/01/2025)
- Bodily Injury Liability Coverage:
- $25,000 per person for injuries or death in a single accident.
- $65,000 total maximum for all injuries or deaths in a single accident (regardless of the number of people involved).
- Property Damage Liability Coverage:
- $15,000 minimum for property damage.
- $80,000 total maximum for all property damage, injuries, or deaths caused by a single accident.
New Utah Car Insurance Minimums issued or renewed after effective date. (Eff 01/01/2025)
- Bodily Injury Liability Coverage:
- $30,000 per person for injuries or death in a single accident.
- $65,000 total maximum remains unchanged for all injuries or deaths in a single accident.
- Property Damage Liability Coverage:
- $25,000 minimum for property damage.
- $90,000 total maximum for all property damage, injuries, or deaths caused by a single accident.
What Does This Mean for Utah Drivers?
- Increased Financial Responsibility:
The increase in minimum coverage for bodily injury and property damage liability ensures drivers have higher protection limits. This change may slightly raise insurance premiums but offers more financial coverage in accidents. - Adjustments to Existing Policies:
If your current car insurance policy adheres to the old minimum limits, your insurance company must update it to meet the new requirements. - The OLD Utah State insurance mimimums still apply to private rental fleets or self-insured motor vehicles.

31A-22-304. Motor vehicle liability policy minimum limits.
(1) | A policy issued or renewed on or before December 31, 2024, containing motor vehicle liability coverage may not limit the insurer’s liability under that coverage below the following: (a) (i) $25,000 because of liability for bodily injury to or death of one person, arising out of the use of a motor vehicle in any one accident; (ii) subject to the limit for one person in Subsection (1)(a)(i), in the amount of $65,000 because of liability for bodily injury to or death of two or more persons arising out of the use of a motor vehicle in any one accident; and (iii) in the amount of $15,000 because of liability for injury to, or destruction of, property of others arising out of the use of a motor vehicle in any one accident; or (b) $80,000 in any one accident whether arising from bodily injury to or the death of others, or from destruction of, or damage to, the property of others. |
(2) | Subject to Subsection (3), a policy issued or renewed on or after January 1, 2025, containing motor vehicle liability coverage may not limit the insurer’s liability under that coverage below the following: (a) (i) $30,000 because of liability for bodily injury to or death of one person, arising out of the use of a motor vehicle in any one accident; (ii) subject to the limit for one person in Subsection (2)(a)(i), in the amount of $65,000 because of liability for bodily injury to or death of two or more persons arising out of the use of a motor vehicle in any one accident; and (iii) in the amount of $25,000 because of liability for injury to, or destruction of, property of others arising out of the use of a motor vehicle in any one accident; or (b) $90,000 in any one accident whether arising from bodily injury to or the death of others, or from destruction of, or damage to, the property of others. |
(3) | Notwithstanding Subsection (2), for a policy for a self-insured, private rental fleet, the policy containing motor vehicle liability coverage may not limit the insurer’s liability under that coverage below the following: (a) (i) $25,000 because of liability for bodily injury to or death of one person, arising out of the use of a motor vehicle in any one accident; (ii) subject to the limit for one person in Subsection (3)(a)(i), in the amount of $65,000 because of liability for bodily injury to or death of two or more persons arising out of the use of a motor vehicle in any one accident; and (iii) in the amount of $15,000 because of liability for injury to, or destruction of, property of others arising out of the use of a motor vehicle in any one accident; or (b) $80,000 in any one accident whether arising from bodily injury to or the death of others, or from destruction of, or damage to, the property of others. |
